Victor is a seasoned healthcare operator and strategist with a decade of experience spanning academia, health systems, and payer organizations. As the Senior Manager of Partnerships & Insights at Point32Health, Victor spearheads initiatives that drive innovation, affordability, and strategic partnerships. He currently leads synergy and value capture efforts for a $150+ million health plan acquisition. Previously, he drove significant cost savings across a $130M+ portfolio of medical cost management initiatives, spanning 13 functional areas within Commercial, Medicare, and Medicaid product lines.
In addition to his strategic role, Victor practices as a Perioperative Clinical Pharmacist at Massachusetts General Hospital. He previously held research positions at the University of Pennsylvania and Brigham and Women’s Hospital, where he honed his expertise in health economics, value-based care, and program evaluation. During that period, Victor led a portfolio of predictive analytic research projects and provided expert consulting to payors on health affordability, digital strategy, and total cost of care analytics. He has developed and implemented natural language processing and clinical risk prediction algorithms, with his findings published in top academic journals.
Victor holds a Doctor of Pharmacy degree from Northeastern University and a Master of Science in Health Policy Research from the University of Pennsylvania. He is passionate about leveraging technology and analytics to enhance healthcare affordability and accessibility.
