Daphne Klausner is a strategic and entrepreneurial leader with deep health insurance experience focused on Medicare, Medicaid, and other underserved populations. She has an outstanding record of driving profitable revenue and operational performance in complex, high-compliance healthcare markets through her customer-oriented leadership focus. Equally skilled as a collaborator and executor, Daphne has been repeatedly successful in developing and implementing operating models and provider partnerships that continually exceed performance goals in highly competitive markets by remaining focused on fundamentals. Beyond her focus on underserved populations, Daphne is deeply passionate about identifying special needs related to women’s health and creating solutions to address gender equity.
Daphne is a sought-after speaker and thought leader. In 2018, she testified before the U.S. House Ways & Means Committee in support of policies to improve innovation of the Medicare Advantage program, including advocating for flexible benefits to address inequities.
Prior to joining Cayaba Care, Daphne was Plan President at Honest Medical Group after an accomplished career at Independence Blue Cross in Philadelphia, where she ran Medicare Advantage, Medicare Supplement, CHIP, and had oversight accountability for the AmeriHealth Caritas D-SNP plan.
Daphne holds both undergraduate (B.A) and graduate (master’s in government administration) from the University of Pennsylvania. She also serves as Chair of the University of Pennsylvania Sports Board for Rowing.
